Those are the outside dimensions. Allow clearance in front of the piece as well: about 13.8 inches for a drawer to come fully out, and its own width for a hinged door to swing.

Against that definition, this piece stands 30.5 inches tall, which is over the 27 inch threshold. Its weight and its enclosed storage volume are not published, so we cannot check every part of the test and we do not state that the piece is in scope or that it complies. That certificate belongs to whoever manufactures or imports it.
Where the rule does apply, it means meeting ASTM F2057-23: a clothing load test, a 10 pound horizontal pull at the highest hand hold no higher than 56 inches, and a carpet test with a 60 pound weight hung off the drawer most likely to tip it. An anti-tip device meeting ASTM F3096 has to be packaged with the product.
